International MARPOL rules mandate a decrease of sulphur content in bunker fuel from 1,0% to 0,1%, in order to reduce emission of sulphur oxides in coastal areas. This requires ocean carriers to switch to more refined but significantly more expensive marine gas oil (MARPOL ANNEX VI, Regulation 14.4.3).
Due to this drastic cost increase, ocean carriers will implement a new Low Sulphur Surcharge applicable to all shipments crossing ‘Emission Control Areas (ECA). The charge will be effective as of January 1st, 2015 for cargo passing through the North European ECA (including Baltic Sea and most of the North Sea and the English Channel) and the North American ECA (including most of US and Canadian coasts).
